Removing default "Activity" dashlet option from a 3.1 civicrm install

Because the default "Activity" dashlet shows names in the "with" column for everyone, even if you don't have permission to view a particular person's record, I need to be able to remove the "Activity" dashlet as a choice for everyone's dashboard. I can add and remove other "reports", but I don't see how to remove this dashlet.

Note: I don't want to break the activity report within a given users detail screen, I just don't want any of the users to put the global "Activity" on their dashboard.

I am having same issue, checked the report settings to disable dashlet but it still available to users. Any cache that can be cleared?? any thoughts ??
