Whenever I try to send an email i get this error, and I can't figure it out. Any help on this one?

Check your Global Settings>> Outbound Email (Smtp)  settings.

Unfortunately my civicrm.settings.php is in the right place, and i think that my email settings are correct. (i have confirmed this using telnet and logging into the username smtp with the password i used) I have tested this twice. Still can't figure it out. Any other suggestions? I am kinda desperate here.
