I sit possible to change the default field that is populated when you create an activity "Send Email" to be the BCC field rather than the To field?

You can do this using buildForm hook, check http://wiki.civicrm.org/confluence/display/CRMDOC33/CiviCRM+hook+specification#CiviCRMhookspecification-hookcivicrmbuildForm

Not sure you saw it, but when you have 10 persons in the TO fields, it's sending 10 emails with a single email in the TO field

ie. you don't see who else received the email

Thanks so much for the update. Knowing that the TO column is also individual emails is perfect (no worries about mistakes) as well as setting the default will help. With a large number of new users on a regular basis and the conventional training to use the BCC, I get many questions about this and setting it to default rather than responding to the questions multiple times will work great.
