How does CiviCRM deal with languge preferences for email mailings

Does CiviCRM automatically send Email messages based the contacts language or does that have to be set up manually.

If the language is set in the "Communications Preferences" will the email be sent in that language? Should I set up a smart group?

How do you set this up?

currently the preferred language setting is just "data". We dont do any actions / localization by default based on that language. The plan is to use it going forward and/or permit other modules to be smarter in their language choice using this field

That's one of the fields on advanced search, so you can create a smart group "German contacts" and use it in your mailings
