Cyrillic Encoding problem on PayPal page

Hi,
We are using German PayPal account for PayPal Standard Payment Processor. Most of our contacts have Cyrillic names and also our Contribution pages with Cyrillic. When we trying to make online payment we see this instead of Cyrillic symbols on PayPal page:

Is it CiviCrm problem? Where can I check transferring data encoding?
