How get this? Sign up fee on the first Membership Application

Hi

We are setting up a big membership and event page with civicrm and joomla! We thinking of a problem and we cannot find a proper solution with civi.
On the first sign up a one-time admin fee should be included in the fee of the membership.But in the renewal this fee should not be counted anymore..

Is there a way to achieve that civicrm includes this fee in the first sign up but not in the renewal?If  not what would be a solution? Set up renewal of the membership (yearly) on another contribution page?
