Connecting Drupal Users to CiviCRM Contacts (frustrated)

I seem to be having problems getting specific records connected for a drupal user and a given civicrm contact record.

I start by having my list of CiviCRM contacts.  Then I find a contact willing to volunteer to help and I set them up as a  drupal user.  Then I have the original CiviCRM contact record with all the contact information and the new CiviCRM contact record setup seemingly automatically for the new drupal user record.

How are others handling this?  Should I really have 2 contact records for every user?

Somehow, I think I'm not looking at the user / contact information the right way.

Ideally if you have a contact in CiviCRM, then if you want to create drupal user corresponding to that Contact. Then create drupal user with same email address as in CiviCRM. It should link your CiviCRM Contact with newly created drupal user.

I setup first a test contact, then setup a drupal user with the same email address and names and they connected just fine as you described.  .... hmmmmm
