Mail tokens seem to be failing after upgrade to 3.2.5

I recently upgraded from 3.1.4 to 3.2.5 (3.3.3 is not an option for a bit due to other contraints).  My mail templates no longer appear to be including tokens.  The templates are the same, the tokens look right, but the mail is sent with only the default fields and custom text, but no tokens. 

Is this an upgrade issue?  Did something change in 3.2?

I am now running an upgrade test for civi 3.4.2.  Mail tokens in the subject line only are failing to send.  If the token is in the body of the email, it is no problem.  Any suggestions?

Anything?  I am at a loss.  Tokens work in 3.2, and now don't in 3.3 or 3.4.  Is there a database setting that changed?  Something I can look at?  It is very strange, subject line only.
