  • MySQL version: 5.5.8
  • PHP version: 5.3.3
Error message "Could not gather sufficient random data"

running with "localhost" configuration on my home LAN using Windows box as server
Configured outgoing e-mail SMTP (I have double checked all the parameters) and push Save and Test
The system hung up for so long that I went back and tried to see if anything got saved.  Nothing had

So I went in again, saved the data, and then tried "Save and Test" button, and got the following:

Fatal error: mcrypt_create_iv() [<a href='function.mcrypt-create-iv'>function.mcrypt-create-iv</a>]: Could not gather sufficient random data in C:\wamp\www\acr2\administrator\components\com_civicrm\civicrm\CRM\Utils\Crypt.php on line 69

About 5 minutes later a test message arrived (no idea from which "Test" attempt). 

Any advice about what this all means
