Administratively Opting Out Email Addresses

Please forgive if this simple admin function is in the documentation but I cannot find it. 

If a contact sends you an email requesting optout, how do you as administrator make sure that that email address never receives an email again from your system?

Never mind.  Found it. 

BTW, Clicking on "Communication Preferences" in Contact Edit does not expand the tab.  The only way I was able to access this preference group was through "Expand all tabs."

Is this yet another bug?

Answering my own question, yes this is a bug:

$.cookie is not a function (javascript error)
