Drupal.php used in Joomla version?

Hello I have been working on installing Civicrm and I get this error.

Fatal error: Call to undefined function arg() in C:\Domains\jimlouis.com\wwwroot\administrator\components\com_civicrm\civicrm\CRM\Utils\System\Drupal.php on line 55

Why would a Joomla install call anything with Drupal?

It seems arg() is a drupal argument. and not working,

Any ideas?

Check the value of CIVICRM_UF in your civicrm.settings.php files.

There is one in each of [ROOT]/administrator/components/com_civicrm  and [ROOT]/components/com_civicrm
