Can Membership Expiration Date automatically change with payment?

I am a new user to CivCRM:  I set up Civimember and Contribute, and have a 1 year rolling membership.  When I made a test payment (membership renewal), my expiration date did not change (I assumed 1 year would be added).   

When a user is credited with membership dues, is the membership expiration supposed to be automatically updated, or is an admin supposed to manually change it?

Renewing a membership should increment the end (expiration) date automatically. It looks like there may be a bug in this functionality. It would be helpful if you could recreate your exact scenario on our demo site [http://demo.civicrm.org/drupal]. If so, please post a bug report to our Issue Tracker with the steps taken to recreate this. This will give us a good test case to verify the fix. Thx!

I did recreate the problem, assuming it is not operator error. 

On the test site I create a new individual named "Joe TestMember".  I added a membership, which by default expired in two years (May 9th, 2009).  I then clicked on the Contribute tab, added a contribution of $100 as "membership dues", paid by check. 

The membership (expiration) was unaffected.

I could not create an Issue Tracker (I could read issues, but could not figure out how to enter a new one)

Well, there are actually two possible behaviours here.  Let's say we have three membership levels, each with a larger min. donation, each lasts a year.  If a user initially purchases a membership at level one, then donates again we can either extend their membership another year, or bump them up to level two.  For the organizations that I'm working with the later is preferable (it has the potential to garner more donations).  This should probably be an option in the administration section.

Interesting suggestion. This would be a non-trivial change as (I think) it requires creating some kind of ordered linkage between some or all of the membership types. You might want to start a "CiviMember Phase 2 Specifications" page on the wiki under this section and detail out how this might be configured and implemented:

(As an aside, I think that if you expose multiple membership types on your Membership Signup/Renewal - folks can choose to upgrade when they renew by selecting a different type.)

Right, but donations can come in through many avenues.  Most notably, via mail, at an event, or via the e-commerce module (as an aside we have some people working on the ecivicrm module trying to make it usable).  For example a contact could give many donations throughout the year that individually do not increase their membership level, but combined do, and they'll want their discount for the big year-end conference.
