Send Immediately Problem

Hello, I have around 10 users sending mail out of civimail, most of them are on eastern time, but some of them are in Viet Nam, Singapore, and Thailand.

The issue only arises for one of the users in Viet Nam, whenever he sends an email it assigns the email a time in the future instead of sending immediately.
