Hello,

  I don't know where else to submit this, but I hope here would help. I'm expecting this change to be included in future release

  Bug description: Going to civicrm/admin/menu&reset=1&action=browse , when there's a menu item that's disabled, the menu won't render.

  Cause: wrong code in adding disabled attribute for json for jstree.

  Patch attached.
