We put on an annual event and are just getting into using CiviEvent. The event itself is free, and we have workshops and also vending. In the past, we have set up a web form to submit workshop proposals (so it doesn't currently tie into CiviCRM at all, but it would be nice if it could.)

We have also used a web form for vendors, for which we do charge a fee. We usually need to gather more info, some of which is used to calculate a fee, for vendors. We have a cut off date for vendors to register, but event participants can register whenever.

Is there a way to set up an event with registration that would cover both event participants and vendors?

i would set up another event registration screen for vendors, since its quite different from your "normal" participants

Also check out the Webform CiviCRM Integration module, could help with your vendor proposal form.
