When I try to create a custom field set to be used for Participants for a particular event, I get the following error:

Sorry. A non-recoverable error has occurred.
We experienced an unexpected error.

Same thing happens when I try to edit the settings of an already created set.

I could only create the set for all Participants, but now there's a set of irrelevant fields for other participants. Really don't want that.

Just tried this on my 3.3.5 site - and did not get any errors. You should try to recreate the error on the public demo using the same event titles, custom field set title etc. (since it may be related to special characters or ??). You should also check your web server logs for more detailed error messages.

For some reason I can create a set like that now... Even though I hadn't been able to for the past week. Yet I can no longer edit the settings of the already created set. What is the reason for disabling the editing function for this field?

Once a custom data set is created, database changes are committed with a given structure which are problematic to undo / modify.
