Civicrm Home screen changed mysteriously HELP!

I've attached a jpg of what I get now when I select the Component Civicrm. I can't get any further besides Create New. I have made no changes to the website/civicrm, last change was adding new organizations.
Windows firewall? Java? Or maybe permission mysterious change? Anyone ever seen this before?

It's not quite what I get on my Drupal install if I disable all javascript in my browser, but it's pretty close (top black-bar nav gone, no dashboards, etc). It's stating the obvious (sorry in advance), but have you checked your browser settings / taken a look in other browsers?

tried Firefox, same issue.
Turned off Windows Firewall, same issue.
Tried second computer, same issue.
Dropped IE security level from med-High to Medium, same issue.
so I set the webpage as a trusted page.
Noticed error on page:

Somehow your Joomla or CiviCRM has lost this file. Perhaps try with Firebug to see what JS files are not found.

Below MooTools, I see calendar as null, and then cj as undefined.

I compared the files to another website, and i couldn't see anything missing, any suggestions of where i should go next?

Looks like you js and css is not included hence you are getting this behavior. Can you check on that.

it was a good thought, because that was exactly what i was seeing, however there were no changes in the detected vs recommended. I did the "Save" anyways, but no difference.

I looked at another website i have, with the same version of joomla, same version of civicrm and it does not have the same problem.
On the good website administrator/components/com_civicrm/civicrm/js has less files.
On the bad website i have an additional jquery folder, dd_roundies.js, style.js

On the good website administrator/components/com_civicrm/civicrm/packages/jquery has less files.
On the bad website i have an additional ui folder, jquery-1.3.2.js

Above screenshot indicates that your css and js files are not included. So most likely your Resource Url is incorrect.
1. Check your civicrm.settings.php for CIVICRM_UF_BASEURL
2. Then go to above page and hit save.

Hi Kurund:
I set the base URL back to what it was before, which is the website domain name, e.g. http://www.example.com
No difference.
What about purging contents of media/civicrm/templates_c/ConfigAndLog, as well as
media/civicrm/templates_c/en_US
Would that help?

Once you modified civicrm.settings.php ( to http://www.example.com )
Did you save above page?  Can you also check if you have css and js folders in civicrm

When i hit "Save" I now get the message:
you do not have permission to execute this url

I have css and js folders in civicrm:
administrator/components/com-civicrm/civicrm/js
administrator/components/com-civicrm/civicrm/css

Problem SOLVED.
There was .htaccess file in administrator/components/com_civicrm/civicrm
The .htaccess file had as content:
<FilesMatch "\.(p(hp|hp3|l|html|hp.jpg))$">
  Deny from all
</FilesMatch>
Because of the "deny from all" it was preventing css and js to load
Renaming this file, in essence removing it, caused css and js and therefore menus to reappear.
