Admin Price Set Show in Edit Participant?

I would like to be able to apply scholarships to an event fee.  I set up a price set with a radio defaulted to the camp fee.  Then I added a checkbox admin set with negative values to offset for specific scholarships available.   When they register, if they are applying for a scholarship I have them check pay later.  Then I go into edit the participant to add the scholarship applicable and I can not see the admin price set options....???? Any suggestions?

When admin-only price set fields were added as a feature, they didn't make it onto the edit participant form.

Is it something simple I could try and code or is this fairly detailed?
