The grammar is a bit off but it sounds like it's saying you don't have encounter mediums configured.

Did you install the sql file?

Actually, it's not in the sample file.
Do you see any encounter mediums enabled at
http://<web_site>/civicrm/admin/options&reset=1

Maybe they have become disabled.

Thanks a lot demeritcowboy. There were missing values in encounters.
