The CiviCRM CCK Contact Reference module is version 3.3 and not compatible with D7, unlike all of the other Drupal modules included in the 4.0.alpha1 tarball branch of svn.

Drupal7 provides field api so it is needed to rewrite module using field api instead of CCK. CiviCRM CCK Contact Reference module is replaced by CiviCRM Contact Reference Field module in CiviCRM v4.0.alpha1
CiviCRM CCK Contact Reference module will be deleted from next release.
