Hello,

The english documentation for localization is located at:
http://wiki.civicrm.org/confluence/display/CRMDOC33/CiviCRM+Localisation

In short, download the civicrm-l01n.tar.gz file from the Source Forge CiviCRM project page, uncompress it, and copy it to the "civicrm" root directory on the server. In Joomla, this should result in directories such as: site_root/administrator/components/com_civicrm/civicrm/l10n/fr_FR/

Then, go to CiviCRM -> Administrator -> Global configuration -> Localization, and select French, then configure other regionnal settings.
