Save and Send in Config not working

No matter what I set the settings to, I can't get the Save and Send function to work in Configuration of Outbound Emails.

Any tips?  When I click on save and send a test, it doesn't do anything, just reloads the page.  This is the same for mail(), SMTP, Sendmail

Is this Drupal or Joomla and what version CiviCRM? And what type of host are you on? And does that machine send other emails OK? Like from Drupal or Joomla...

I got it to finally work in SMTP mode, but I would prefer to use mail().

I am in Drupal, using Civi 3.3.2.  I am on a Linux Cloud VPS.

Yes, it sends other emails fine.
