Two profiles on event and advanced profile settings rule order

Joomla 1.5 ANd Civi3.2.3

I have an event.
It has two profiles.
Each profile could have opposing settings
EG
profile 1 = create user , add to group
profile 2 dont create user, update matching contact 

How are these rules prioritised ? Are there any known conflicts that occur when Civi is setup like this?

OK just read the help  box - for events duplicates rulesa re ignored and matched on first come basis. Fine
But what about acount creation rules and add to group(s)?
