Configuration checklist > Localization Error?

We recently starting testing Joomla 1.6 with CiviCRM 4.0 . We are using Joomla 1.5 with CiviCRM 3.3 on our main production site. We imported our data from the current install follwoing the upgrade instructions. When I go to the Configuration Checklist, and then check the localization settings I am getting this displayed at the top of the CiviCRM window:

Hi
I have the same problem, tried two different servers and also latest version 4beta3.
Same problem.
The server administrators would like to help but are not able to suggest any solution.
I did manage to install without these errors on my Mac using MAMP suggesting there is a server setting problem.

This is now confirmed on at least 3 different servers.

Can someone who have some knowledge in this area please help. I am happy to give someone access to my installation if it helps.

We couldnt reproduce this either :(

however, I don't have high level skills and don't know where to start.

If someone can direct to what or where I should be looking...

The server settings are:

    When I looked at phpadmin, all civicrm tables are using InnoDB and the joomla tables in the same database are myisam, utf8_unicode_ci

One more observation, not sure what it means:

I am not able to drop the civicrm table in myphpadmin:

#1217 - Cannot delete or update a parent row: a foreign key constraint fails

If I try to just empty, I get this:
