Showing less number of rows to be imported

Hello.

I am having problem with the import option of Civicrm. When I try uploading 3000 contacts it shows 783 rows to be imported & when I try 300 contacts it displays 15 rows to be imported. Is it something to do with some execution time?
I have edited my .htaccess and added php_value max_execution_time 360
Still no progress.
Also when I clicked the "import now" the 783 contacts it uploaded only 150 of them. Can you please help and guide me how to rectify this?

I have surpassed this problem I had a year field which accepted only numbers and not text and by accident I had an exclamation mark in one of the fields. Once I corrected it uploaded the sheet smoothly without any problems.  :)
