Eliminate custom css url and combine with custom templates

Customizing the CSS should fall under templating anyway, shouldn't it? Instead of having a separate setting (in a separate configuration section at that) for a custom CSS url, change the custom CSS loading functionality to be the same as custom tpl files. IE, if there is a directory named css in the custom tpl dir, and inside are accordingly named css files, load  each of the present custom css files instead. This would also address my previous post regarding loading extras.css from a custom directory.
