Restrict a custom (number ) field to nine digits & make it unique

I have created a custom field with the following specs.
  • Data = Number
    Input Field Type =  Text

This field will hold a nine digit unique  ID number. I want to
1. restrict the filed to 9 digits
2. make the record unique i.e if the number is already in the system, reject it.

Any help is appreciated
