Why is email required for households when creating contributions?

When you create household contacts, the only real requirement is a household name.  But for some reason if you go to create a new contribution via CiviContribute and you choose to Create a New Household on-the-fly, you get a pop up dialog asking for both a household name AND an email address.  For many household contacts, we don't actually have an email address, just a physical address.

Two questions then:

1) Is this a bug?
2) How do we "fix" it so we can create household contacts in the New Contribution screen without an email (which is perfectly fine to do in the contact manager anyway).

You should be able to modify the profile new household and disable the email field (and add the address ones if you want).

Haven't tried with household, but that's how it works with individual & organisations.
