Access to create new email template

I have disabled the ability for users of a specific role to be able to access CiviMail. However when using the Actions Button to "Send an Email" when they choose a template and then click in the details section it opens up some options at the bottom that says "Update Template"and "Save as New Template." Is there a way to prevent this if we do not want these individuals to be able to to do? I haven't been able to find it in security.
