Joomla 1.6 Civicrm4.0 - Access Control lists CiviCRM but not other components

I've just installed 4.0 Alpha2 on a very clean joomla 1.6 install.  Under Access Control on the sandbox, I can select the Joomla Access Control option and see a big list of actions including CiviCRM: XXXXXX, CiviContribute: XXXX, CiviMail:XXXX etc.

On my site, the same panel only displays actions for CiviCRM actions but none for any of the other modules like CiviContribute.  Any attempt to access a contribution page or event page from public access results in an Access Denied message.

I'm sure I missed a step somewhere in the install but I've been back through it MANY times and can't figure out what I missed to make these Actions show up in the Access Control list.

Any thoughts?

***Update - I just tried to update to Alpha 3.  The update went smoothly but the problem is still there.  I also disabled all the components and re-enabled them.  No luck.

***Update - Updated to Beta1.  Same problem.

This is the issue: http://issues.civicrm.org/jira/browse/CRM-7821 Fix will be part of beta2
