Change in joomla contact email address does not sync to civicrm

Joomla 1.6.1/civicrm4.0 b2

I'm not sure if this is a bug or if this is by design but...

If a user changes their email address in their joomla contact record, the change is not made in the civicrm contact record after choosing sync users to contacts.  I replicated this on the sandbox as well.

I found several mentions of this on this forum and other spots but no definitive answers as to whether this is by design or not.
