OptionValues allows duplicate

Hi,

OptionValues BAO allows to have in the same group several options having the same name.

Is this a bug or a feature ?

In the api, I would like to force that it's unique.

a combination of both i suspect

i checked the default option value table and confirmed that this happens with only 1 option group (note privacy) where the name field is null

I suspect we currently check it in the form rule. You should add a cheque in the BAO
