We need to comp someone's registration. The event is setup using a price set with a required registration option. We need to allow someone in the office to register participants and either discount (preferable) their fees OR to cover this scenario, choose a zero dollar registration fee without exposing that option on the live registration form. What is the best way to go about this?

You can add a Price Set field with Visibility = "Admin". This field is only exposed on the back-end ("staff") registration form. You can configure this field in several ways - including setting it's value to a negative amount = to registration fee, or setting it to -1 and allowing staff to enter a integer for how much to discount the fee etc.
