I made the changed, but still have the same error messages.

Is there a clear solution to these problems?

This would appear to me to be a hosting issue and if your host can't assist, then I would consider finding a new host.

The .htaccess fix in http://forum.civicrm.org/index.php/topic,16636.msg73977.html#msg73977 worked for me.
