how should i report a reproducible bug?

Hi:
If i come across a bug i can reproduce (like http://forum.civicrm.org/index.php/topic,18251.0.html) should i create an issue for it, or first post to boards.  thanks, S.

If you can reproduce on the demo site, let us know here. If we can confirm, then open an issue.

Problem is that it is based on payment processor integration (ie. paypal standard.)  can't repro.

Maybe there should be a standard format for reporting bugs so that it would be much easier to trace it.
