Dues Rates based upon Location (Country)

Our client is an antique auto club with regular (public) memberships of three periods of time (12 month, 26 month, and 'Life'), and special (admin) memberships which are 'Complementary' and 'Honorary'. One of the benefits of membership is a subscription to a printed monthly magazine.

I have configured CiviMember for 5 member types based upon the above. The three regular memberships have different dues rates for US, Canadian, and overseas members. Is it possible to write a javascript function which will adjust the dues rates based upon the country selected on the dropdown on the contribution page? If so, could you please point me towards the documentation or clue on where to start?

There is a post here http://civicrm.org/blogs/hershel/how-customize-civicrm-pages-jquery with information about jQuery and CiviCRM, but IIRC you will also need backend code, i.e. a hook, to adjust the rate after the page it submitted.
