We are looking at implementing the waitlist in a way slightly different to what I think is intended?

If we set 'pending from waitlist' so be not counted then everyone on the waitlist gets invited to take the place & the first in gets it. This seems to be desirable in some circumstances (e.g. wanting to fill a place quickly on a first in first served basis).

The first person gets to complete their registration - fine, the second doesn't also fine.

The problem with this approach seems to be that if another place becomes available again the second person is not notified again are they?

Is first come -first served for waitlist people outside the scope (in which case it might be better if people can't change the is counted status for 'pending from waitlist' as changing it to no implements this approach).
