CiviCRM profile recaptcha missing from hybrid Drupal User Registration form

I'm using a CiviCRM contact profile for Drupal user registration.  The Drupal part is at the top and the CiviCRM is in the next section.  In CiviCRM when previewing the form, the recaptcha option shows up, when when exposed to anonymous users on the web site, the recaptcha is missing.  See image attachment.  Does anyone know why this is the case?
