Basic Profile

I want my "field help" text to appear on top of the field not at the bottom, how can I do this?  I am new to CiviCRM and not a programmer however I was able to add some HTML code for font and color.

Can you update your forum profile with correct CiviCRM version etc.
Profile fields have pre / post help . So you can use pre help in your case.

I should have stated this is a "field help" text area on a field not the profile.

Yes I mean for a field within the profile.

Instructions for this field fall below the field name "Institutional Assignment" I would like them to be above the field , see my example.


Example:
"Please compelete the following fields if ........."

Institutional Assignment - CHOICE box

Looks like you are on older version of CiviCRM. Current stable version allows pre/post help for profile field. Check http://drupal.demo.civicrm.org/civicrm/admin/uf/group/field/update?reset=1&action=update&id=1&gid=1

So may be you should consider upgrading to latest stable release
