Error after installing CiviCRM 4.0 and Joomla 1.6

No similar forums posts.
Trying this out. After successful installation of CiviCRM 4.0, I receive this error each time I try to open civicrm.

Fatal error: Call to undefined function filter_var() in /data/home/sfgp/websites/sfgreenparty.org/docs/administrator/components/com_civicrm/civicrm/CRM/Utils/Rule.php on line 379
Reading through some posts, seems that this fixes malformed email addresses but this is a brand new installation with only one Joomla user.

Thaoughts?

This might be the issue with your PHP installation .

PHP 5.2.8 installed on shared host.
Is this a PHP setting or complete installation or a module problem?
