Wrong time zone in civicrm

Ive looked at a number of topics regarding time zones in civiCRM and none of the suggestions are really helping. My php info shows the local server set to Australia/Melbourne (which is what I want) and my Drupal install is also set this way. However when I attempt to display my events in a views calendar the times are way off. If I set my Drupal timezone to UTC then the events look correct however this is not a fix. Interesting thing is if I view the ical output in google calendar it is also out so this is not a views based issue.
Any ideas?

I have a similar issue with views and am working in this.
