User event creation, moderated

I need the following function: user generated own events, moderated, and event links to feature on the public profile of the person who created the event.
Actually, these are artists listing their performances. It is for a non-profit community organisation. We are of course willing to make a payment/donation towards this, but were wondering if anyone is working on something similar?
