CiviCRM menus not loading

I just installed a fresh copy of Joomla 1.6.3 and a fresh copy of CivCRM 4.0.0 Stable. The installations appear to function properly, but when I go into CivCRM, the admin bar does not load. Attached is a screenshot of what it looks like when I go into CiviCRM.

I've tried reinstalling, using the beta 3 and final versions of CiviCRM, installing Joomla using the Joomla install script and the Fantastico script, installing in the root of the domain as well as subdirectories, but I get the same results.

Any suggestions?

After doing some troubleshooting, I also found that the images in CiviCRM aren't loading. This is because the image links are incorrect. For example instead of pointing to /administrator/components/com_civicrm/civicrm/i/logo_words_small.png it is pointing to /i/logo_words_small.png.

I have checked my CivCRM settings files and the base url looks fine. I have also tried turning SEF urls on and off, but it still doesn't work.
