Can civimail allow users to create emails for an approval queue?

I would like to be able to give users the ability to generate an email, but reserve the sending of that email to a site administrator, pending approval.  Can civimail accomplish this?

i dont think the final code is documented very well, so u'll need to play around with it and ping us on IRC if you need help

would be great if you can document and put the steps on the wiki (and maybe a link to that page from the blog post also) since you probably managed to get this to work.
