Can two events & their participants be merged into one?

Our organization uses volunteers to staff about 90 days each year that we are open to the public.  New members are required to sign up for this duty, while 2nd year + ('senior') members may do so if they'd like in lieu of other service.

Because new members are required to register for this duty, we need to set aside a certain number of the scheduled openings on each day for them.  This means we also need to limit how many senior members may register as well, at least initially.

However, once the new member registration process is complete, we no longer care about a member's status (new vs. senior).  In fact, it becomes an administrative nightmare to try to maintain two separate iterations of 90+ events that are in fact the same event...

Here's the question - is there a way to merge two events & their participants into one?  All of the details of each event are the same, including start & end times, the date, event type, location, etc.  The only differences are the participants themselves & their corresponding roles.

Alternatively, is there another way to have two different participant limits on a single event, with each registrant only being able to see or access the 'limit category' appropriate to their role?

This is doable using hooks, i.e. by building a small custom module. I think it would be the best solution.

Did anyone ever write the hook module as suggested by Hershel?
