Dave - was wondering if you can see any easy solutions for this.
Person A should sign up for an Individual type membership, but clicks on 'on behalf of' (for whatever reason) and fills in his Org details. The Individual membership is therefore associated to the Org, not to the Individual.
A low-tech solution is to have two Contrib pages, one for Org-memberships and other for Ind-memberships (that has field for Current Employer for those who want to note their Organisational linkage).
For a higher tech solution is there a hook that could be set so that if 'on behalf' of it checked then some Membership Types disappear?
