Hi - has this come up for anyone else - having a single screen that would have all the attachments that pertain to a particular case?

I think it wouldn't be too hard to do. Depending on what task is being performed that has raised this question, my two cents for where to put it would be either:

1) the print case report screen, adding rows to each activity section for attachment links, or

2) if you mean a zip file download of all the attachments, then a button that does that on the manage case screen.

Or find another solution to the problem of not knowing which activities contain the attachment you are looking for?
