I have a feeling this may be host related, not sure, but I have a site where contributions work except they stay pending forever. I read the docs that say to check CiviCRM.log for errors but .... I can't find it. I was thinking I could make one, but I don't know what the permissions would be. 

Is there something that I should be doing--I have never had this issue before.

This is 3.3 (yes, upgrading is on the agenda but from what I can see this should not be impacted).

check under this directory:

<joomla-root>/media/civicrm/templates_c/.../ConfigAndLog/

The only subfolder I have in template_c is en_US. I guess perhaps that is the problem?

Okay found it in en_US but now I'm looking for something that tells me about why PayPal isn't notifying. 
I see an entry for contributions which seems to always say reaction=> 0  impact=>30
I don't see anything from PayPal specifically.
Does that in itself tell me something is going really wrong?
