List state representatives based on home address

Our organization would like to send an email to each of our members with information on a couple of bills currently up for a vote in the state House & Senate, including links to their current representatives based on where they live.

Creating & sending a message is easy - that's been up & running for a while now.  It is the second part I need help with...  This seems like something the user base for this application would have figured out, though I cannot find any instructions for how to do so.  Any help / suggestions will be much appreciated!

There is also cicero which has partnered with techsoup:

would be great if your org could build and release an integration with them

unfortunately no open source solutions for this exist (as far as i know)

Thank you very much for the quick response.  I'll look into the Cicero app, and will see if there is any desire further up the food chain in my organization for partnering with them on something like this.
