Rows in CiviCRM address table with NULL contact_id

Noticed in one of our clients that they have several hundred rows (of 40K) in the address table with NULL contact_id.  I looked in several other clients databases and saw the same thing.  Does anyone have an idea how this occurs and what impact (if any) it has?

I tried, using the interface, create an address with a NULL contact_id row but could not.  I tried:  adding new addresses, deleting addresses, deleting contacts, merging records, updating through profiles, etc. 

It seems that the contact_id for  address IDs 1&2 are always NULL. 

The other addresses with NULL contact_ids tend to be billing addresses and the previous address ID tends to be a similar address (but not always)

If I create an event with a location, the address has a NULL contact_id

There are probably other cases where that occurs

Have you traced through the data to see if an address that ought to be linked to a contact is not?

Thanks Ken.... I also saw it on contributions..... I see the address_id on the tables.  Never thought to look.
